Application for Ballot by Mail (ABBM)

Who Is Eligible to Vote by Mail in Texas?

You may apply to vote early by mail if you meet at least one of the following conditions:

  • You are 65 years of age or older
  • You are sick or have a disability
  • You will be out of the county during early voting and on Election Day
  • You are expected to give birth within three weeks before or after Election Day
  • You are confined in jail but otherwise eligible to vote

How to Apply for a Ballot by Mail

You may apply using one of the following options:


Completing the Application

  1. Complete Sections 1–4 of the application.
  2. Sign and date Section 5.
  3. If someone:
    • witnessed your signature or
    • helped you complete or mail the application
      that person must complete Section 6.

Submitting Your Application

  • Add postage to the application.
  • If you printed the form, place it in your own envelope.
  • If the form was mailed to you, fold it in half, seal the top tab, and add postage.
  • Mail the completed application to your county’s Early Voting Clerk.

You may also submit the application by:

  • Fax (if available), or
  • Email (as a scanned copy of the completed and signed application)

Important: If you submit the application by fax or email, the original hard copy must also be mailed and received by the Early Voting Clerk no later than the 4th business day after submission.


Important Notice

Do NOT mail, fax, or email your completed application to the Texas Secretary of State.
All Applications for Ballot by Mail must be sent to your county’s Early Voting Clerk.

Military and Overseas Voters

Military and overseas voters may use the regular vote‑by‑mail process. Special voting provisions are also available for eligible voters serving or living abroad.
