The City of Seadrift will receive bids for RESTORE A.D. POWERS BAYFRONT PARK IMPROVEMENTS, a Matagorda Bay Mitigation Trust Grant project.
The project consists of the installation of approximately 1,762 linear feet of ADA compliant reinforced concrete sidewalk with ramps, necessary earthwork and all superintendence, labor, equipment and materials for a complete project in place.
The Instructions for Bidders, Bid Form, Specifications, and other Contract Documents may be examined at G&W Engineers, Inc. at 205 W. Live Oak, Port Lavaca, TX 77979 and obtained from www.CivcastUSA.com. There is no charge to view or download the documents. Addendums and other announcements will be distributed via CivCastUSA to all plan holders.
A Pre-bid Conference shall be held at 10:00 A.M., Thursday, November 20, 2025, at the Seadrift City Council Chambers located at 501 S. Main, Seadrift, Texas 77983. Potential bidders are strongly urged to attend.
Sealed Bids (one original and three copies) shall be in a 9 x 12 or larger envelope clearly marked “BID - Restore A. D. Powers Bayfront Park Improvements” and are due until 3:00 P.M.,Tuesday, December 16, 2025 at City of Seadrift City Hall, 501 S Main, Seadrift, TX 77983. The bids will be publicly opened and read aloud at 3:00 P.M. on said Tuesday, December 16, 2025 at Seadrift City Hall at aforementioned address. Bids received after 3:00 p.m. will be returned unopened.
All bids that are to be mailed, shall be mailed to “City of Seadrift” Post Office Box 159, Seadrift, Texas 77983 and are required to be submitted and received before 3:00 p.m. Tuesday, December 16, 2025.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Seadrift or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
The project to be constructed will be financed with assistance from the Matagorda Bay Mitigation Trust and is subject to all applicable Federal and State laws and regulations. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin.
All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids.
The successful Bidder will be required to purchase and furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible surety company, authorized to do business in the State of Texas, as required by Article 5160, V.A.T.C.S., as amended by H.B. 344, passed by the 56th Legislature, Regular Session, 1959.
The Award of the Construction Contract, which is anticipated to be within thirty (60) calendar days of the Bid Date specified above, shall be made to the responsible Bidder submitting the lowest, qualified, acceptable Bid who, in the opinion of the City of Seadrift, offers the Bid in the best interests of the City.
The City of Seadrift reserves the right to reject any or all bids, to waive irregularities in the bids and bidding, and reject non-conforming, non-responsive, or conditional bids.
